Justin Bailey values the instruction at Los Rios that prepares students for entering the trades or furthering their education at a four-year university. He attended American River College before transferring to Sac State University. 

He is committed to the continuance of free speech and thought on campus, including the right to debate, and defend controversial ideas. He also wants students to be safe on campus, which requires appropriate safety measures and law enforcement that respects the rights and liberties of students, faculty, and staff.
