As the Red Cross and local agencies take on the gigantic task of aiding flood and hurricane victims in the greater Houston area, friends and neighbors have taken on the role of first responders for thousands of residents needing to reach higher ground.
Those of us in California are watching the news and viewing the heartbreaking images of people, pets and homes impacted by the unprecedented high waters.
